  • Two budgets to be amended

  • At least two of Leavenworth County’s department budgets will need to be amended before the end of the year, according to County Clerk Janet Klasinski. That information came as she presented a monthly budget and cash report for the Leavenworth County Commission. Budget amendments are done every year as needed toward the end of the year if a fund appears to be close to exceeding its budget authority. It does not mean that the county will need to levy additional taxes. But amending a budget does require that the county publish a notice and conduct a public hearing before approving the new budget. As of now, two funds will need to be amended, Klasinski said. The first mentioned was that containing the county’s share of the 1-cent sales tax revenue approved by voters in 2006. “Not because we don’t have the cash there, but because we spent more than what we budgeted, what we told the public that we were going to spend,” she said. The other individual fund budget that will likely need to be amended is that for operations in Sewer District No. 1. “Sewer District No. 1 spent more money than we thought would be incurred throughout the year because of grinder pumps going down and additional maintenance that that sewer district required,” Klasinski said. Again, she reminded the commission that neither amendment was related to cash flow, only that amount set by the county as the annual spending limit for those departments. In another part of her monthly report, Klasinski said the county is actually ahead of expectations in terms of the cash carryover that departments will use to start the year. “We’re ahead of the game,” she said. “Look at the general fund. We’re supposed to start the year with $1.7 million. Well, I estimate we’re going to start the year with over $3 million.” Klasinski said she plans to publish a hearing notice for the amendment of those two budgets Dec. 13.
