      When they met Tuesday, Leavenworth city commissioners took the following action:

      They approved an ordinance to levy special assessments for lot clearing costs.

      They approved amending the 2012 budget to allow increased expenditure authority for library, library employee benefits, bond and interest and sewer funds. Finance Director Dan Williamson said the increased expenditure authority for these funds is not resulting from property tax increases. He said the law prohibits budgets being republished in order to raise property taxes.

      They approved the cancellation of outstanding city checks. All of the checks were issued at least two years ago.

      They approved a quarterly payment of $11,854 to the Leavenworth County Development Corporation.

      They approved the renewal of cereal malt beverage licenses and massage and tattoo establishment business licenses. The vote for the cereal malt beverage licenses was 4-1 with Commission Davis Moulden voting against the motion. Moulden typically votes against alcohol licenses. The vote for the massage and tattoo business licenses was unanimous.

      They voted to ask a person who submitted a $1 bid for city-owned land on Ninth Street to pay half of a $750 surveyor fee. The land is considered surplus property

      They approved change orders for the rehabilitation of homes at 621 Kickapoo St. and 1718 S. Fifth St. as part of the Neighborhood Stabilization Program. The change order for 621 Kickapoo St. includes $3,060 worth of additional work. The change order for 1718 S. Fifth St. includes $1,610 worth of additional work. Funding for the work comes from an NSP grant.
