  • The Lansing City Council is scheduled next week to interview and appoint a new member to its ranks. The candidate who is named during that meeting will take the spot vacated by council member Billy Blackwell, who on Jan. 3 was named the city’s mayor following his November election. Ward 3 is generally described as the central-west portion of the city, beginning on the west side of Kansas Highway 7 south of roughly Ida Street to about 4-H Road. Currently, there are five applicants for the position: Richard Hannon, a Department of the Army civilian staff member at Fort Leavenworth’s National Simulation Center; former Ward 3 Councilwoman Janette Labbee-Holdeman; Jesse Garvey, a Lansing native who works as the district manager for the Aramark Uniform Services in Lansing; Lu Earls-Cummins, a recent retiree from federal administrative work on Fort Leavenworth; and Edward Rowe, another retired military officer who now works as an assistant professor of tactics at the Command and General Staff College on post. All applicants were required to be at least 18 years old, registered voters, residents of Ward 3 and U.S. Citizens. The current council members will sit down for interviews with those candidates at 6 p.m. Thursday during a special meeting in City Hall, 800 First Terrace. During their regular meeting, they will approve their choice, or ask more questions if necessary.
