To the editor:
"Better an ounce of prevention than a pound of cure."
That bit of wisdom was ignored by associate professor Michael A. Smith in his critique of the Kansas Legislature in the April 18 Leavenworth Times.
He argued that incompetent teachers are not a problem in Kansas, a position I perceive as being at odds with reality. But, even if the professor is right, do we really want to wait until we have the problem?
Fortunately for Kansas, the legislature applied the prevention wisdom instead of ignoring it.
