Ret. U.S. Army Lt. Col. Billy M. Blackwell, 61, Mayor of Lansing, Kan., passed away Saturday, May 10, 2014.
Ret. U.S. Army Lt. Col. Billy M. Blackwell, 61, Mayor of Lansing, Kan., passed away Saturday, May 10, 2014. He was born April 8, 1953, in Gaffney, S.C., the son of Victor and Betty (McKinny) Blackwell.
On April 8 1973, he married Paulette A. Fussell in Gaffney S.C. She survives of the home. He is also survived by a son, Billy Blackwell II and wife, Hollie; grandsons, Joshuah Blackwell and Watt Blackwell; brothers, Victor Blackwell and Jesse Laughlin; and a sister, Lucy Crocker.
Billy graduated from the university of Kansas with a double masters degree. He served in the U.S. Army for 29 years. Nine years as an enlisted soldier and 20 years as an officer. During his military career Billy served as a drill sergeant and as an airborne ranger. He retired in 2001 as a Lieutenant Coronel. After retirement from the military, Billy was active in his community. He served as a reserve Police Officer for the city of Lansing. He was elected to the Lansing City Council and served for eight years. In 2012 he was elected Mayor of Lansing. Billy was also a member of the Rotary Club.
Visitation will be from 4 to 6 p.m. Sunday, May 18, 2014, at the R.L. Leintz Funeral Home. A funeral service will begin at 11 a.m. Monday at the funeral home. Burial with full military honors will follow at Mount Muncie Cemetery. Memorials are suggested to the Lansing Veteran’s Memorial.
