1199 Public Notices NOTICE OF PUBLIC HEARING FOR BITTERSWEET STREET ASSESSMENTS You are hereby notified that the City Council (the "Council") of the City of Lansing, Kansas, (the "City"), will hold a public hearing at City Hall, 800 1st Terrace, Lansing, Kansas, on September 4, 2008 at 7:00 PM, for the purpose of considering and hearing any and all objections and comments to an assessment roll and proposed ordinance prepared in connection with the construction of certain street improvements to Bittersweet Street in the City (the "Project") to the benefit of certain real property in the City as described in and authorized by City Resolution B-18-06 (the "Resolution"). The Improvements are substantially completed and the costs related thereto total approximately $1,773,000 (the "Project Costs"). The Project Costs will, pursuant to the Resolution and an agreement by and between the City and Unified School District No. 469, Leavenworth County, Kansas, (the "District"), be payable by the District in no more than 15 annual assessments not to exceed $85,000 annually with the remainder being paid by the City as a whole. 1199 Public Notices Notice to Citizens in the City of Easton, Kansas OPPORTUNITY FOR WORK The City of Easton, Kansas has received a $400,000 Community Development Block Grant from the Kansas Department of Commerce for a sanitary sewer system project, Grant #07-PF-721. This grant will provide the City of Easton, Kansas the opportunity to search for eligible local citizens interested in participating in the project. Section 3 of the Housing and Urban Development Act of 1968, as amended through 1994, provides that to the greatest extent feasible, preference for economic opportunities will be given to citizens in the City of Easton, Kansas who are determined to be low-to-moderate income individuals. A low-to-moderate income individual can be calculated by documenting household income of less than 80% of the county median income. Opportunities such as job training and employment that arise through this Community Development Block Grant project will be directed toward the City of Easton’s residents. Contractors can be eligible for a Section 3 contract as awarded in connection with CDBG projects if they meet one of the following definitions: ∑ Business is owned by 51% or more Section 3 residents; ∑ Business employs Section 3 residents in full time positions; ∑ Businesses who subcontract with other businesses that provide economic opportunity to Section 3 residents; Section 3 requirements apply to the City of Easton, Kansas as a grantee, if the award to the grantee is over $200,000 and to all contractors and subcontracts over $100,000 if the $200,000 threshold is met.
