Robert Arter thought he was attending a ceremony for Fort Leavenworth’s commanding general. But Arter was the one recognized Friday morning, receiving a top civilian honor.

“I have been surprised many times in my life but never to this degree with such significance,” Arter said.

He was presented the Distinguished Civilian Service Award.

Lt. Gen. William B. Caldwell IV, commander of the Combined Arms Center and Fort Leavenworth, said Friday’s ceremony was in recognition of Arter’s 59 years of service to the country, both in uniform and out.
