Back in April, the members of the Leavenworth County Commission agreed to resolicit applications for a county administrator following weeks of discussions and a retooled job description.
The commission had previously garnered about 65 applications for the position vacated last year by Heather Morgan and narrowed the field of candidates to three following a series of interviews. But for one reason or another, none of those three candidates accepted the job.
With the busy budget process looming at that time, the commission voted, 2-1, with Commission John Flower opposed, to postpone another round of job applications and interviews. According to that motion, the commission would begin reviewing applications following the publishing of the budget Aug. 5 but would advertise the position beginning 30 days prior to that time.
Flower brought that stipulation up last week and again Monday, asking for concurrence from the other two commissioners to again advertise the job opening. He said he wanted to make sure that the job description was still applicable, esepcially following the recent re-instatement of Diane Collins as the human resources director for the county.
“I think there needs to be modification of the human resources, public relations and other function percentages based upon the change to the human resources,” in addition to other changes following Collins’ appointment, he said.
Commissioner Clyde Graeber said he thought those changes were appropriate but thought the commission needed to have a more in-depth conversation on the subject of the administrator.
“I’m not sure that I’m as supportive of going out and trying to retain an administrator as I might have been two or three years ago,” he said. “I think we need a longer discussion of that.”
Flower said he saw no need to vote on any changes to the job description until the commission had that discussion. The board’s executive secretary, Wanda Doty, said she would draft a new job description for the commission to review.
