The budget, property tax task force and the sand pit
Last week the Leavenworth County commissioners continued to work toward the adoption of the fiscal year 2023 budget. Two years ago, Senate Bill 13 was adopted requiring local governing bodies to notify taxpayers if they intended to levy taxation above the level contained in the last adopted budget (ie: exceed revenue neutral). The law applies to all local government subdivisions including cities, schools, townships, library boards and of course Leavenworth County. Under this legislation a governing body must notify taxpayers of their intention to levy taxation above revenue neutral and hold a public hearing. The Leavenworth County commissioners voted to exceed the revenue neutral level of taxation. After the mailed notification, Leavenworth County commissioners held a budget and revenue neutral hearing on Aug. 24.
